About the role

Reports To: Director, HSS and Sustainability

Department: Technical Excellence (TE)

Location: Remote, preferably based in Africa

Classification: Full-time, Regular

Travel: Up to 30% international travel to EGPAF-supported countries

Position Overview: The Health Economist / Costing Analyst will play a vital role in enhancing the efficiency, sustainability, and funding of EGPAF's HIV, TB, and maternal, neonatal, and child health (MNCH) initiatives. This position, situated within the Technical Excellence department, requires collaboration with various teams to develop costed investment cases and evaluate service delivery models to support resource mobilization in sub-Saharan Africa.

Main Responsibilities:

  • Lead the creation of investment cases in supported countries, focusing on quantifying costs and financing gaps.
  • Conduct cost analyses of health service delivery, assessing efficiency and cost drivers.
  • Develop standardized costing tools for EGPAF programs and ensure alignment with global standards.
  • Engage with donors in proposal development and provide technical guidance on costing.
  • Build capacity in costing methodologies among country program staff.

Requirements:

  • Advanced degree in Health Economics, Economics, Public Health, or related field.
  • 7-10 years of relevant experience in costing or health economics for health programs.
  • Proficiency in costing methodologies and experience with U.S. government-funded programs.
  • Strong technical writing and quantitative analysis skills.
  • Fluency in English; knowledge of French or Portuguese is a plus.
